All financial institutions have access to these lists and there are various companies that provide the tools. There were a number of posts (a whole thread?) devoted to discussion around Westpac's decision not to use the normal SWIFT gateway but instead use a new (cheaper) interface.
I have no direct knowledge of this decision and limited experience with WBC beyond being an ex shareholder but IF true, and this is an important IF (in which case this whole problem has been brought about by a decision to prioritise cost over risk) then if I was the regulator I would feel entitled to want to go very hard indeed.
