What you explained is only possible if someone can afford that high interest rates in current environment. Bank already know that it isn't in their favour to allow lower LVR loans and they are reducing such loans as any further increase in interest rates as speculated yesterday in news will have major impact on such lower LVR loans (obviously to HLI as well).
There is long wait time now to find out what is going to happen and I won't be surprise if price continue to dance up & down until then.
