An obvious amelioration to the delivery shortfall situation is to arrange shipment of extracted uranium salts (from PEN's working wells) to another party for final processing into yellowcake. I am not knowledgeable as to what Government approvals would be required for transhipment but there are other companies in USA with facilities that they can approach, apart from the crowd that pulled the plug on them.
Just my ill-informed thoughts here. It is not as though they cannot extract the uranium from the ground at present.
