The answer is that our negotiations were going to fail if we stuck to the stated timeline. So anything to provide leeway could technically be described as "increasing our negotiating position", because it buys more time. But it also reveals the uncomfortable truth that there are no other bids/offers, that they hold all the power, and we will dance to their tune.
Nothing about this increases our negotiating position, that's just CE giving naive shareholders a belly rub to try and make multi-year lows feel better.
