Maybe his experience in the previous li downturn is paying off here. He would have also noticed his previous employer taking on the "billion dollar" Morilla gold mine just before the previous li downturn ended, and then quickly going broke because of it. So he's dressing up the opportunity to bring in an entity with deep pockets

Seems to me (based of your post, I don't follow closely) he's doing a lot right strategically.
