The HELE coal plants WHC is pinning its climate hopes on only emit 10% less pollution than conventional power stations using the same coal source. So they add to the climate/health problems like all coal power plants. The existence of HELE coal plants do not make it any less likely that WHC will be forced to cease operations over the next few years. See the latest IPCC report (out today).
