Are you familiar with the project or just a frustrated shareholder?
Given my experience with UGL on a previous (aeroderivate) gas turbine power station project I am not at all surprised. They were completely incompetent.
CCGTs are reasonably complex beasts, given that past experience my bet is UGL stuffed up.
In any case this is not unusual, it's not about right or wrong just about money. I agree with Simon Mawhinney's comments that it reeks of incompetence. There should be some kind of settlement here, is it really appropriate to spook the market?
I recall Downer had similar problems with a CCGT.
In my view there is always pressure to bid and win revenue, enthusiasm for interesting projects that in the engineering space tends to create these sorts of issues. The boom bust nature of the industry doesn't help either.
