so the cynical view could be that if the agreements were already unconditional and completed some of the asked for performance shares would be no longer worth granting (read a milestone being completion of the offtake agreements). Maybe it actually suits the board and PB to delay the signing until after the freebie shares are approved by Shareholders so that they can meet the vesting condition.
Not saying this is happening but it certainly wouldn't surprise me one iota given the track record of this board.
