It appears to me that the German's (SMS) are the ones driving the bus and calling the shots at TNG
It could be the situation that PB may not be the best CEO for the Company but he is exactly what SMS want him to be, a puppet figurehead
Problem with this is if the puppet decides it has a brain, then the strings can be cut and they come tumbling down
