Mkango doesn't look like they applied - I didn't get a response from one of the investors - they were harping on about why they participated in a recent placement, but I queried them why they haven't announced any strategic project applications on their announcements.
It would seem other companies are not relying on the strategic project application at all, but are dealing with the European financiers directly. But reason you want the strategic project application is to tap the SWF, and access the grant funding (non-dilutive).
