How will we be awarded a $100M grant when our finances have nearly run out?

DOE has certain prerequisites and one of them is financial stability, something we DON'T have.

Dont get me wrong, I would LOVE us to get the grant but I am also a realist.

And now that the DOE wants a more detailed application, I assume they are saying, sure up your finances and we will give you a helping hand?

So go get the funding VRC, as you said part of the money will be for working capital thus no need for further CR'S. DOE will be pleased with this.....and so will all SH'S!!!
