@FiveCent IMO the entire premise behind "grant" funding is that the government supports smaller up and coming companies with their development, on the proviso that it benefits the US economy and trade.
I agree, Volt presently having a weak balance sheet does not help and they will need to come up with solutions, preferably non-dilutive ones. However, I don't think there are any official prerequisites that a company has financial stability for them to be eligible for a government grant.
Have you read this specifically anywhere in the DOE Funding Opportunity Announcement (FOA) DE-FOA-0003099 or is this an opinion?
