If the DFI and bank are prepared to stump up the cash straight away we can start mining and the high GP will fund the rest of stage one. Previously the DFI and Wingfield's initial offers were conditional on the rest of the funds being secured and utilised first. So I think the hesitation from the market could be related to uncertainty about that.
The DFI appears to make funding decisions/announcements mid-month, so there's a chance that could be next week, if they're back from holidays.
