Not at all surprised, given the SP was held below the offer price, remember a huge number of holders leave there shares in the bottom draw and forget about them.
Those that did take up there entitlement voted at some cost in support of MSB. It is also good to see the board steping up.
Now for the short fall.
We know that the plan is to partner the large indication of CLBP. Seems possible that the short fall could be taken up as part of the placement that would be normal for a partnership.
