    wouldn’t the government work out the royalty with the new owners in the case of a sale, if shareholders approval is a given which I doubt with no specifics of the sale known, then it would be possible for management to include the escrowed shares for free, I just feel they are doing this ar*e up, get SH approval first then government approval, it will cost a kidney or two but it may salvage a little for holders, good luck
