I am not quite sure what you are trying to get at Boles.
Shares can be traded in a number of ways, direct on market transactions , cross trades and off market transfers / sales etc.
CTO can issue shares up to the limit that is allowed under the rules, see the 3b announcement 19 August 2015.
The number of shares being traded at the current time along with the number of shares you see on screen on the buy / sell side is insignificant given there are 1.725 Billion shares on issue!
