Maybe I'm too optimistic but the string of media releases and statements in announcements in August that they'd have the LI approved to enable development to begin in October shows too much confidence by Fernando for it to get delayed further. Granted the most recent legal update was a few weeks after those comments but i'm punting that they had some idea of developments in the background and to still come out with those comments i'll be disappointed if there's more delays to approval.
