While it is disappointing to have to wait longer I understand what they have done here, I work a lot with tenders in Western Australia, it is a regular occurence that deadlines are optimistic then everyone asks for an Extension of time.

If you dont give an optimistic deadline then everyone takes their time, it is actually called Parkinson's Law, the more time people have the more time people take.

Parkinson's law is the adage that "work expands so as to fill the time available for its completion". It is sometimes applied to the growth of bureaucracy in an organization.
