If we look at the case of Cementa's permits, they initially received approval from the Land and Environmental Court, however this was appealed by the Swedish Environmental Protection Agency and the County Administrative Board in Gotland. So just to add to zoulou's post, in Talga's case for an appeal to have any success there would need to be a glaring omission or shortcoming. Mark Thompson and the company were no doubt fully aware of just how crucial permit approvals would be for Talga's success. They were also clearly aware of just how difficult receiving an environmental/Natura 2000 permit would be and I believe that they've carefully and meticulously ticked every box over the last few years. I do not believe there will be any shortcomings, which is why these activist groups are scrambling and requiring more time.

I note that none of the parties submitting are government or local authority institutions, which would be a big red flag on the basis such institutions would have the financial means to pursue legal avenues. Naturally, the one actual appeal by a Sami village might be of concern except that they would have to bear the legal costs out of their own budget. The Sami cooperatives were prepared to undertake a legal process over the term of the application process since May 2020 and had some support in the local municipality, but those executives have since been removed. The fact that no party to the application process was granted legal costs may have come as a surprise to parties opposing the application and would focus the attention of the whole community on how money is spent, especially if it were on a lost cause.
