If we look at the case of Cementa's permits, they initially received approval from the Land and Environmental Court, however this was appealed by the Swedish Environmental Protection Agency and the County Administrative Board in Gotland. Several private individuals and a number of interest groups also appealed the permit.

In the end, the Government and higher courts stepped in and corrected the situation because this would've caused the construction industry in Sweden to grind to a halt, however these groups actually did have success in overturning the initial approval because "The justification is that the company’s environmental impact statement contains such shortcomings that there are procedural obstacles to examining the application."

So just to add to zoulou's post, in Talga's case for an appeal to have any success there would need to be a glaring omission or shortcoming. Mark Thompson and the company were no doubt fully aware of just how crucial permit approvals would be for Talga's success. They were also clearly aware of just how difficult receiving an environmental/Natura 2000 permit would be and I believe that they've carefully and meticulously ticked every box over the last few years. I do not believe there will be any shortcomings, which is why these activist groups are scrambling and requiring more time.
