I believe that MSB may have privately suspected NVS’s lack of engagement for some time but realistically what can they say publicly other than what they did.
Until they are officially notified by NVS they have to follow along with the standard line, the alternative would be to come out and say something they are not authorised to say about their potential partners intentions.
We don’t know what conversations between NVS and MSB had taken place, were taking place, this decision may have been an equal surprise to NVS operational staff as well.
