I will confess, if they already have something in the works for improved delivery, then what you say is possible.

However, I cannot see this as being close, since OPMD was expected to start 2H of 2019, which was a delay from the original plan, if I remember correctly.

But if they don’t have it as close as they expect, that would explain the September “deadline”. It could be possible that they were working on an improvement and September is a cut off.

If -big IF- this is true, then the delivery might be better than what we are assuming. However, without any recent data detailing delivery in the newest sheep data, how will we really know how ‘good’ it is?
