No one throws a blind offer without any idea of what the offer is buying. They would have known well in advance what would tempt POS to sell, the infrastructure and condition they were getting, the mineral rights they were getting. More than likely their hub concept didn't excite other local miners, particularly in the current climate. So they decide to pull back and try to reduce the offer as they see a company desperate for cash.
