My opinion is that the missing condition, and perhaps they are not cognizant of it themselves, is the change of management. Not the mine management which needs to stay it is so good, everyone including me agrees this is more than adequate.

One problem is that close friendly relationships can sometimes cause this condition to be overlooked, or ignored.

This is so clear to me, that it is my very strong opinion, but just an alternative, not drivel and I was surprised an alternative opinion created such an emotional outburst. Afterall we are all searching for answers to a problem which has not been solved yet, regardless of the impressive CV's of the protagonists.
