1) You can't have a policy of 'exclusivity-for-minimum $$$ commitment' in one jurisdiction - and not in the next - Digicel provided it - Telstra didn't - end of conversation with T-shite
2) Telcos and their comparative advantages vary greatly by region - Digicel has an exceptional position in its territories - not just a monopoly - but probably the most advanced tech bizz in the Caribbean - Telcos elsewhere have way more competition from multiple kinds of businesses (various specialists, various consultancies, other telcos, etc etc) - so each region will probably come to quite different arrangements vis-a-vis distributors / telcos / installers / resellers etc
3) The big X-factor for Ohm is 'government' (local, state, national) - 'government' still owns the green / smart agenda in most jurisdictions - getting govt onside is the critical accelerator IMO
