This confirms DOE guidance and my thesis to a T , Thankyou for the disclosure and for the record IMO the equity won't take long to source and I'm not surprised it's from banks also because it's just a money exercise and ultimately the DOE will underwrite the equity .
What does this mean ?
EG: Bank of America please provide the equity and in return we "guarantee your investment and ROI is A) secure and B) will be paid regardless off whether the project is a success or not .
No bank is going to refuse this TBH I'm betting that the specific bank will be EXIM bank .
