The response is a little bit robotic IMO and considering the contract in place it has to be as others have also stated in email INR also states that they can't talk about any details because it is "commercial in confidence" and as such it's clear that as a result they are steering clear of any discussions that table DOE obligations under contract which is what I have maintained in my posts ultimately the obligations exist in the details of the contract they are DOEs obligations not INR and they will be a hierarchy of control when it comes to those obligations which the DOE will inform INR of in due course . in the interim if INR finds a new equity source then the DOE will assess if and when this happens but make no mistake the DOE is not obligated to accept the change .
