I have sent an email to the INR team asking this very question. Can INR go solo on this project as far as ownership is concerned. They have been straight up with me in the past so I will post their response. I would have to disagree with you on your statement about INR needing a mining partner but we shall see and happy to admit I was wrong if that is the case.
This project could go ahead without another mining company invloved no problem. It's not rocket science how to extract raw material with equipment or a new process. The engineering company Fluor are the ones handling the construction of the plant which is the complicated part of the process. Running the operation is a staffing issue INR could tackle solo and wouldn't be limited to another mining companies involvement.
