One last point DOE allow for shared debt facilities also in all their loans and will also underwrite debt from elsewhere if the project is approved so the is a very likely source of funds that no one here has mentioned yet and that is the EXIM bank .
EXIM bank also have a permanent collaboration agreement in place with EFA for me and change in funding will either be with the DOE first or DOE in collaboration with the AUSTRALIAN government 3rd parties will be excluded .
