The raise will not get away unless a set of investors or investor has faith there is a path out of this, I am not sure after the repeated incompetence that is actually possible. Who would believe them?
A condition of any raise would be for both Joe and Hamish to step down - only then would you start to get traction.
Would the company raise just the specific amount for the LGC bill? Probably not - they'll look to raise more.
