Wow.
Sounds as though, they'd like to do a highly diluting CR, when they announce they need to strengthen the balance sheet from further historical issues? From last 5 years or as far back as IPO in 1985? Seen it before, but a well supported institutional raise at the current price would be the one of the roadblocks from a cliff dive - after it resumes trading in October. GLTAH when it resumes.
