This announcement can't be a surprise at all.
With all the competitors trying to start up monumental gas plants from scratch, WPL are just reminding the market that some of them may be kidding themselves.
Even with years of experience and knowledge, it's just not that easy to go design/build/commission/operate a massive gas plant with to time and budget. Especially for those companies wish to use newer types of process techologies.
Need to keep this in mind when considering investing in other gas companies/projects over the next few years.
