Exactly as you said. The deal with SVM is probably off due to what? SVM thinks CLA is no longer valued at more than 4c a share? Or perhaps because they bit off more than they could chew?
As far as official announcements go, they came, they saw, and they offered ~4c for CLA. Whether or not they could afford to pay for the offer that they made is another question, and shouldn't have warranted the crazy market reaction we saw today.
And I'll also answer your old favourite question "show me other bidders". CLA has had MCB and other projects for years now. The SVM offer only came in a few months ago. There's a very good reason that this has only happened after so long, and it's not blind luck.
