I reckon mike528 is closest, they simply won't issue them on that understanding, and "trust' those to whom they are issued. No other way that they could "control" them. Also, Idan has been notified about the .014 on today's ann!! Hopefully see an amended one soon.
Did you notice those 500,000 shares that were bought for shorting yesterday, hedge??
