I wouldn't think so they can see that SH are willing to give PR in the announcement it implies the majority were in favour, i think if they work on improving the PR then even more would likely be in favour of it.
This could be done by either increasing the revenue amount, decreasing the time to get it or lowering the amount of PR issued for what they were thinking - even a mixture. I wouldn't be surprised if in a month or two there is another announcement regarding a revision of a new PR.
