AS I iunderstand it, a pending tenement does not give the applicants any rights.

It must be kept in mind that exploration rights are just that, nothing more. Moreover, the exploration rights may be restricted to certain a mineral or minerals.

If a company has exporation rights, there contiues to be a list of requirements to be met if the tenement is to be advanced.

The most historic reference is the Australian High Court WIK decision. Native title was not extinguished as the cattle farmers were given pastoral leases, not freehold. These leases for only grazing of cattle. Nothing more.

Exploration lease does not give the holder any rights other than what is granted. As we can see on Landtracj, the tenement holder does have a long list of reposnsibilities they must adhere to. This includes a general principle of environmental care and minumum annual spend.
