If he was a director at the time he sold those shares, then yes it should have been disclosed and if it wasnt disclosed, this suggesta something dodgy.

But if he sold them after he ceased to be a director, then legally it doesn't have to be disclosed.

We only have allegations that he sold as a director, and no solid proof, so we cannot conclude either way.
That is why we cannot draw any conclusions and state this as fact.
