They are strategically trying to build the case to protect from predation or get top dollar in the event it does happen. 1.6-1.9M oz sound an awful lot better (aka bigger) than 950k oz.
No need to advertise dev plan and timetable yet. POG is $3,300aud and rising, in situ oz's are rising, mill isn't going anywhere.
They are playing the long game to extract max value. Which is what I care about.
