I dont think AO zhong will dump onto the market at any price. They've had plenty of chances to do that. They seem more interested at capping the price at 16-17 cents.
China is #1 producer of titanium. If Tivan is the game changer PB, SMS et al believe it to be, they will be on the back foot. If I had Chinese Ti interests, i'd be capping the competition and hoping they didnt get finance.
Only way to take them out is to keep buying into their dumps.
