The way I see it is exactly in the wording "Forbearance" The note holders are losing patience and have now given deadlines as a giddy up. Don't get your sheet sorted by this date then VA mofo's. Of course they don't want VA to happen but they want to give every opportunity to the COY / Board. But enough is enough hence the dates.
