I think MBK are being quite smart, if someone buys the nortons lease, they will have spend time and money on how to fix the problems of mining there, which MBK can just carbon copy when they are ready to apply for mining.
I would estimate a new mine lease there will take 2 years at the shortest and 3-4 years most likely to be approved.
