Costs of treatment on site for a small operation would be prohibitive imo. Time and money to spend on the permitting would probably kill off that idea. And there would be a few extra $m added on to capex.
By memory the Norton mine was aiming for a 100g/t concentrate trucked off site for toll treatment. They were even considering containerising the concentrate, shipping it out of Gladstone to a mob in China for processing.
The 5% arsenic in the concentrate would have been a credit, in China. Here in Australia the company toll treating would charge a penalty.
