Why an announcement and not simply a staff-wide e-mail?

If you're a trial patient or family, maybe they ask you to sign a non-disclosure agreement but I can't see it happening. I would guess a polite "please don't it's in your best interests" speech is the most they can do.
Medical professionals at trial locations might sign an NDA but are probably covered by standard hospital policies over there.
This can only be applied to someone at the business end. However, it's also possible that someone inadvertantly did something a bit naughty but not unethical. For example there's a line about trading between 1 Jan and when financials come out. There's an old saying that it's safer to assume a stuff up rather than a wrongdoing.
