The ownership & access rights story from TS is confusing. If I recall correctly, a company called African Railway & Port Services (SL) Ltd was set up by Timis to own,operate and manage the rail & port under a 99year lease with the Govt. At that time the S/L Govt owned 10% of ARPS (SL)ltd. The lease provided for granting third party access.

If TS is now claiming CFE "own" the rail & port, this means the original lease deal with AM and the S/L Govt has been rescinded. But then if you "own" the rail & port why would you need to negotiate your access rights to it??
