Very much doubt its fully factored in (You've been saying that a lot over the past year and its never the case)

If the company cannot secure project funding by July (its own deadline) many will sell and the SP will surely fall. A smaller rmarket cap will make it harder for Minbos to raise the required money via equity (considering any future raise would presumably occur ~ 3c.) and it would probably become one of the many ASX zombie companies (selling a story and money raised mostly just used to pay exec salaries and admin)
