I think its fair to say that delays to last year were factored in at that time at a higher sp and further delays since then as well as the extra dilution are also now factored in with the much lower sp. Of course the worst possible outcome is not fully factored in but if every stock had the worst possible outcomes fully factored in they would all be at zero. That's not how the market works.
