"Unfortunately, the price is here as the market is sceptical due to their past record of getting stuff done"

Partly yes. The sp of around 9-10c just before the cr probably reflected that past track record. You could then probably blame up to 10% of the drop from that 9-10c range to the extra dilution of the attaching options but that's less than 1c. If the options are voted down, that 10% discount should be removed. Most of the 4-5c drop in sp since the cr would be short term cr related selling. I.e. the sp is probably down from the prior 9-10c range due to short term cr selling.
If correct, then once the cr selling finishes, if the sp recovers to the 9-10c range (say 9c if options voted in and 10c if voted out), that would be a 64%-82% recovery in sp to get back to where it was prior to the cr and that doesn't factor in anything for the IDC loan approval that was received after the shares were last trading at 9-10c. Much more upside would be likely on full funding and start of construction.
It would be fair to say part of recent drop is also due to the delay of production from late this year to around April next year but that was probably already partly priced in due to construction not having started on time.
