Simple. The IDC loan was approved after a lengthy due diligence. The IDC is a South African lender, lending money to an Australian company operating in Angola. The Angolan banks will do their own DD but the fact that the IDC DD had a positive outcome increases the odds that a local banks DD will also have a positive outcome because if there were any red flags, the IDC should have found them.
Not only that but the Angolan banks now have a quota to fill regarding how much they need to lend locally for agricultural projects.
Both of those facts, especially combined, significantly increase the odds of the Angolan lenders also approving a loan to Minbos and they wouldn't need to bother with the question of whether or not Minbos can raise the balance of the funds needed for capex because it already has.
I can't comment on how long it night take because that would be a pure guess on my part. I haven't read or heard anything about that process and I'm not making unsubstantiated guesses about things the way the downrampers like to do.
