    Tranche 1 was already enough to complete stage 1 civils including underground services, roads and concrete slabs.
    This just adds a buffer and if they are fully confident on Bank BAI, these funds might be used to start stage 2 with perhaps the sheds to follow the slabs. Just a guess there though.
