Q's commitment is good sign, however the monies are sitting in a Trust account, and they can't be accessed for now, not with the consent of both Besra and Quantum. They will only be accessible once all conditions are satisfied.
However, once all the conditions are satisfied, with exception of shareholder approval, Quantum could authorise the release of the funds. In my opinion this event is unlikely to happen.
Its only 8 [long] weeks to go ...
